Excerpt from The American Review of Reviews, Vol. 58: An International Magazine Of all the great nations of the world, with the single exception of China, the least military - only one year ago - was the United States. Several of the very small countries had larger and better equipped armies than ours. We had declared war against the most efficient and powerful fighting organization in the history of the world. We had not expected at first to take a part in the land fighting on the battle lines in Europe, for several reasons. To begin with, we were assured that the English, French, and Italians had an immense superiority of men on their respective fighting fronts, and that the help most needed from us was financial credit, food and supplies, the building of merchant ships, and the assistance of the American navy against submarines. This estimate of the situation was accurate enough early in the spring of last year, when we entered the war. If there had been full unity of political and military programs on the side of the Allies - if there had been anything like such centralization of war control as existed on the Teutonic side - the war could have been ended last summer, in spite of the collapse of Russia. The stupendous mistakes of the Allies in 1917 might well he politely overlooked just now but for the fact that they have compelled the United States to adopt a totally changed program, and for the further reason that a dislike of facing the truth has been a greater enemy to the Allied cause than have the armies of the Kaiser. It is necessary from this time forth to preach the wholesome gospel of seeing tilings as they are. Americans arc willing to submit to a censorship that holds in reserve necessary military information. But Americans arc no longer willing to take their news from foreign sources after it has been so contaminated for political reasons as to he wholly misleading. The mismanagement of the war in 1917 led inevitably to the disasters of the opening weeks of the campaign of 1918. The truth could no longer be hidden, and through disaster and defeat there dawned the prospect of real victory and of satisfactory peace. So terrible have been the ravages of the war, that the only compensation to the world lay in securing the right kind of conclusions. Not illustrated. 1920 edition. Excerpt: ... gave for the height of the base of the cloud about 1500 feet and for the top about 2500 feet, and for the width at the base about 1000 feet. As previously mentioned, these clouds have been observed frequently at Honolulu and they have been seen at all seasons of the year. They are usually formed in the early morning or late afternoon hours and have never been observed forming in the middle of the day. They are best formed under conditions of calm or very light winds, occur over fires of all sizes, and have been known to form over large smokestacks on very still days. They are apparently true cumulus and have the same color, shape, and appearance as other cumulus clouds in Hawaii. Also they do not dissipate rapidly as would be the case with smoke clouds. In the present instance the cloud was only seen for a relatively short time, but in June, 1917, a cloud of much greater size, formed at 8 A. M., was still visible two hours later. No instances have ever been recorded in these islands of these clouds producing precipitation. For records of the most striking cases in which this process has actually produced rain, it is necessary to go back to a report of the celebrated American meteorologist James P. Espy, published by the Government in 1857. Espy was much interested in such occurrences, as supporting his theory of storm formation. The pertinent features of his report are reproduced in the Monthly Weather Review. These include an account drawn up by several citizens of Cowdersport, Pa., of a shower produced at that place on July 13, 1844, by the burning of a six-acre fallow field; another of the production of heavy clouds, and presumably rain, at Winnimac, Ind., by a prairie fire; a letter from George Mackay, a surveyor, who tells of......

This lies in the fact that the builders of the tariff are dealing almost altogether with what may be called second-hand materials. Practically every adjective, every noun, every phrase, employed in the structure has been used already in some preceding tariff act, and has been construed and applied by the administrative officials or by the courts, sometimes with quite unexpected results. Moreover, its language, especially in the terms used for describing particular kinds of merchandise, is the language of merchants, of wholesale buyers and sellers, which has through years of trade acquired meanings not always intelligible to the layman. But the legislator is not at liberty to disregard this tariff and commercial history. He may not handle his words as new materials, right out of the dictionary. He must investigate the origin and previous employment of all his verbal planks and beams, and make use of them accordingly. For example, to use a rather homely illustration, if he wants a certain rate of duty to be levied upon women's hairpins, it will not do to provide simply for "pins" in general, upon the assumption that this word includes all sorts of pins. For research will disclose that in a former tariff act Congress at one time provided, not only for "pins," but also, in a separate paragraph at a separate rate of duty, for "hairpins." Which fact was held by the courts to amount to a legislative differentiation between hairpins and pins, so that a hairpin is no longer to be regarded by itself. Thus, in a new tariff act, if hairpins are to receive any special consideration, they must be specially named, as before. Nor will......
